While cyclists should not be riding on the sidewalk, the intersection you described here is very dangerous with no protected infrastructure. Cars swerve between lanes and doors open chaotically. It is very dangerous for a bicycle to be in the road here.

The law prohibiting this practice was put in place for a good reason, not out of whimsy.

I totally agree. Cyclists end up being a real hazard to pedestrians as well as to themselves. If a cyclist feels the need to get off the street, which I do see as reasonable, then s/he absolutely needs to walk his/her bike while on the sidewalk.
