Brooks Restaurant came down in Neighbors yard and may have something to do with light out so you may want to bring Tree Trimmers into Alley also to remove Tree Branches, but Pepco does not repair Alley Lights and said that DC must do that. You enter (one way) Alley from Lawrence Street, NE near 10th Street, NE. Alley is between 10th and 9th Streets off Lawrence.
